The Department of Safety, Security and Emergency Preparedness (DSSEP) is available 24 hours a day, seven days a week. Broward College DSSEP Officers are not sworn police officers and do not have arrest powers.  However, all Broward College DSSEP Officers possess a Class D license issued by the State of Florida or an active law enforcement certification and are certified CPR/AED responders. They are here to assist students, faculty, staff, and visitors by conducting patrols, responding to emergency and non-emergency calls for service, rendering first aid, providing traffic control and managing lost and found property.

Broward College maintains a highly professional and cooperative working relationship with the law enforcement agencies that have police jurisdiction on our campuses and learning centers. DSSEP refers incidents of a criminal nature occurring on Broward College campuses and centers to the appropriate law enforcement agency. 

Students, faculty, staff, and visitors should immediately call 911 to report police, fire, and medical emergencies. To report criminal activity or suspicious behavior at any of Broward College’s campuses or learning centers, students, faculty, and staff are encouraged to contact the SOC at 954-201-HELP (4357). Emergency call boxes are also located on our campuses that connect directly to the SOC.

The responsibility of the emergency management component of DSSEP is to strengthen the resilience of Broward College through ensuring that the College is prepared to respond to, prevent, recover from, and mitigate against the effects of a wide variety of disasters that could adversely affect the health, safety, and/or general welfare of the students, faculty, staff, and visitors. 

Broward College's emergency management approach is designed around an all-hazards and whole community concept which expounds upon national preparedness efforts, planning frameworks and mission areas to charge protection, mitigation, preparedness, response and recovery functions

THE ANNUAL SECURITY REPORT

Originally known as the Campus Security Act, the Jeanne Clery Disclosure of Campus Security Policy and Statistics Act (20 U.S.C. Section 1092(f)) is a federal law that requires many colleges and universities, such as Broward College, to disclose information on crime. The Clery Act requires colleges and universities to:

· Publish and disseminate an annual report by October 1 each year, which contains crime statistics for the preceding three years, as well as specific campus security policies and statements.

· Disclose crime statistics for Broward College that occur on its campuses, adjacent public areas, and specific non-campus facilities. The statistics gathered must represent those from campus safety, law enforcement, and Campus Security Authorities.

· Provide timely warning notices of crimes that have occurred, meeting specific guidelines that pose an ongoing threat to students, faculty, and staff.

· Implement an emergency notification procedure in the event of an immediate threat to the health or safety of students, faculty, and staff.

· Make a public crime log available that contains all crimes reported to the campus safety department that have occurred on campus.

Under Title II of the Student Right-to-Know and Campus Security Act of 1990, Broward College acknowledges that students, faculty, staff, and visitors have the right to be informed about the level of criminal activity on its campuses. Broward College encourages all persons to report criminal activity on campus to DSSEP or the appropriate law enforcement agency.

CAMPUS SECURITY AUTHORITIES (CSA)

For those who prefer to report a specific incident or crime to someone other than Campus Safety or local law enforcement, Broward College has designated certain faculty and staff members as Campus Security Authorities (CSAs). Persons designated by the College as CSA include, but are not limited to, Academic Deans and Associate Deans, Campus Life Directors and Administrators, Faculty Advisors to student groups/clubs, and Student Affairs Officials. All CSAs receive training and directives related to their participation in the program and are authorized to document related incidents. For Clery Act reporting, all crimes reported to CSA are forwarded to the Clery Compliance Officer for inclusion in the Annual Security Report.

As a result of the negotiated rulemaking process, which followed the signing into law of the 1998 amendment to 20 U.S.C. 1092(f), clarification was given to those considered to be CSA. Pastoral and professional counselors acting within the scope of their professional license are not considered CSA. They are not required to report crimes for inclusion in Broward College’s annual disclosure of crime statistics. Professionally licensed counselors can only encourage persons to report crimes to the appropriate authorities. Academic counselors employed at Broward College are not considered professional counselors and are not bound to confidentiality under the Clery Act. 

PARKING, TRAFFIC, AND REMOVAL OF VEHICLES POLICY

Broward College Policy 6Hx2-7.13 states that, pursuant to Florida Statutes 1001.64(24), the Board of Trustees is authorized to impose penalties for parking and traffic infractions, including the towing of vehicles in violation of College regulations, and to utilize DSSEP Officers to enforce College parking regulations at all Broward College locations. Vehicles parked violating College parking rules and regulations are subject to warnings. After three documented warnings, a car may be towed at the owner's expense. According to Florida Statutes Chapters 316, 320, and 322, law enforcement agencies are authorized to enforce all traffic and parking violations on college property.
